I couldn't care less, the only person he is cheating (as it wasn't a comp) is himself. As far as I'm concerned he could put in cards for level par all day long and play off scratch if he felt like it :)

People who 'fool' themselves to a lower h/cap are simply giving shots back to the rest of us.

As long as no one actually cheats on the course during a 'proper game' you could ALL play off scratch as far as I'm concerned!
