To me, a truly memorable shot has to involve more skill than luck.
Tiger's chip, Louis's albatross, whilst great shots, involved more luck than skill.
Faldo's iron to the 13th, Lefty's 6iron at the same hole or Sandy's bunker shot showed more skill than luck and so, in my opinion, hold a more memorable position in the great shot lists

The thing with Tigers shot is also the dramatic commentary that we hear with it now, "In your life, did you see anything like that?" This probably helps to make it stick in the mind also.

1983 Palm beach gardens Ryder Cup 18th hole from a fairway bunker 245 out he hit a 3w onto the green. There isn't any footage of that shot, Nicklaus classed it as the greatest shot he ever saw.
The Open, chip n run between the 2 bunkers on the final hole.
Crans Ser Sierre possibly the greatest 2 shots in succession you'll ever see.
His powers of recovery against Tom Lehman in the Ryder Cup, extraordinary.

Sandy Lyle's shot from the fairway bunker at 18 in the 88 Masters stands out for me. Maybe a 7 iron from a fairway bunker isn't that hard a shot for a pro but given the circumstances I think it is right up there. It had to be perfect and it was!
