handicap changes

Is it a violation of the rules in group play when a group decide that "they will not give shots on par 3's"?

This practice by some golf groups effectively gives advantage to the lower handicap players by reducing the handicap of higher players who otherwise would be entitled to receive their proper handicap on par three holes

when playing in group play it is generally friendly social golf and most have there own little rules/handicapping which don't necessary follow strictly to the rules of golf..

'Rules of Golf' and 'Handicapping' are 2 separate areas!

But certainly not a Congu (handicapping) style/method of handicapping!

Assuming 'groups' is a Four Ball playing 'Better Ball' between the pairs, then 3 quarters of he difference of each player from the lowest (who plays off scratch) is the current style. This is going to 90% from Januar. Players would then get shots on the appropriate hole according to SI, wherever it's a Par 3 or not!

As an example, if the difference is 12, then 9 shots would be given 'against' the lowest handicap, which would mean that the higher handicapper was receiving shots on 3 of the 4 Par 3s on Wentworth West! And yhe OP is correct - without applying the handicap in the standard way, the effect is to reduce the handicap of the higher handicap player!
