If it’s a comp that requires 4 people and you only have 3 is entirely different.
Then commonsense says you block the 4th slot off or ask the Pro Shop to do it for you or put a 4th name in knowing full well they’ll not be turning up.

Leaving a slot blank in any situation means it is available to be booked by anyone.

If you are bringing two guests there should be the option available to the Pro of blocking out the fourth space.

I think it all depends how the club works.
It’s just what you get used to.
I know of courses that will put you out with others to try and make every group a 4 ball which ensures maximum earning potential for them (normally a muni).
 
At my club the person who books the time (not a comp time) controls the time. It is only them that can add or remove someone.
This is how our ig is set up. I’m happy with that.
Of course, people can message and ask to join or ask at the first tee.

I think you’ll find there are others at your Club that can add or remove someone.👍🏻

What happens if a single books a time on their own?

Then im guessing thats their own tee time slot for themself.
As this was exactly how the system was set up at Close House when I was a member.
Also a big part of why we left too.
Putting 1 name in the slot, blocked it out, giving no other members access.
It didnt mean that person played as a 1 ball, but could if wanted.
Crazy if you ask me.
Even more so when daylight is scarce in winter.
Getting a tee time there was a total ball ache.....
