IMO the 'or' is designed to cover the 4m 50sec mentioned above. The allowance to get to the ball from distance away would be useless if the finding of an, as yet, unidentified ball was the cut off point.
It would be clearer if it was 'a ball found within 5 minutes and subsequently identified'.

Again, this could be covered by separate clauses in a 'Found' definition!
