Expired driving licence?

Is it mandatory to return your old licence to DVLA when they issue you with a new one?

I thought it was, but I got my new licence this morning and the accompanying letter says "Not sure what to do with your old licence? Cut it in half and send it to DVLA" - which reads to me like advice and not an instruction?

The wife got a new licence about 6 months ago, she cut it in half, but never posted it, it's sitting in a drawer, so it doesn't seem like they chase you up for it?
 
I never bothered to send in the one when I was 70 and never heard anything back.

Sent the last one back with the application (needed to be done by post) as it would be expiring. Got the replacement within a week anyway.

Yes that's true.
But in addition to your letter that tells you what to do, I think it points pretty strongly to the answer.

Surely the difference is that if you find a licence you thought was lost, it may well not have expired. Then there would be two apparently valid licences.
