End of year review

Just had a look through the M&H box in our club and seen a letter explaining about the end of year review. I couldn't make head nor tails of if, and dont really know why this is needed. If people play in a comp and either get cut or a point back, why do they need a year ending review.
Anybody know?
 
The review is only a check to make sure the committee are happy that all handicaps reflect ability. Only a few will actually be changed and if the General Play rule has been applied properly through the season there should not be many needing to be cut. There are usually quite a few players though who just can't play to their handicap any more (mainly seniors) for who the 0.1's don't adjust quickly enough as usually they don't play many comps either. It's a chance to make sure older golfers can still compete and maybe more importantly still enjoy the social golf. The other major reason is to re-assess players who have had a new handicap that season. If you get given 10 and it transipres you just had a bit of a day out on one of your handicap cards and should really be off 16 then a couple back does no harm and helps the handicap along to where it should be. For the few years we've been doing this we have never adjusted more than about 6/7 out of 400 playing members so it's very much the exception.
 
Ian, I got cut 0.5 last year as there were several rounds where it must have been clear that one bad hole destroyed an otherwise good round, I think they look at these kind of trends and decide whether the player is unlucky or really is just that bad.. haha.
 
They like to chop those who've done well in the matchplay comps. I guess a full stroke or two cut if you've got to the final isnt so bad really

I wish this was true, As I won the scratch Matchplay and also the golfer of the year. Both should mean 2 shots off my handicap, oppp's, maybe not, that would cut me to +1....I wish!
