DQ or not?

i find it stange how people bang on about golf being a game of integrity and honesty where you are fully prepared to trust a golfer to impose a penalty on himself for grounding a club in a hazard for example yet you cant trust the score he entered on the computer because the card wasn't signed or returned at a later time

I think on course integrity and the rules of golf to qualify and authenticate a card written out by your PP are 2 very different things!
 
Cut off times simply cannot work if there is no committee there all the time from when the first group are scheduled to finish until after the last group has cleared the cut off time.

Remember, 6-6d requires the card to be returned to the committee. Unless all players are checked against the same measure, equity cannot be applied.

Because many times I have seen mistakes on the score entered into the computer compared to what the card says

The card is master simple as that - if it's not there when the HC Sec is closing the Comp then the card hasn't been returned - players responsibility to return the card

Signing for your score is a basic rule in golf

Really! surely 'common sense' and pragmatism says this is a case where the circumstance and context rule the day.

In how many clubs and how many times has this event happened - stick with the R&A guidance?
 
From our section:

Completed Handicap scorecards must be posted in the competition card box in the main hallway by the computer BEFORE leaving the club. The only exception to this is if the clubhouse is closed once the player has completed their round, in this instance the card can be returned at the players’ earliest opportunity when next at the club

Why would the clubhouse be closed on a competition day with players still out in play :mmm:
