While I can see your argument about oscillation I think it would be unlikely for a ball to oscillate on a green, once moved it would stay moved, unless it was sitting in a pitch mark of course......
It depends on the wind and stimp

The player may have touched the ball and caused it to move 3mm but a head wind may have immediately blown it back if the stimp reading was high. In which case it simply oscillated.

What if a spaceship passing by had its radar affected by a belly putter shaft, diverted to the green, sucked the ball up with its engines and spat it down in exactly the same spot without either player spotting what happened?

Is it me, or has my question got a bit deep?
