Couple of questions for those who use CONGU at their club

Obviously things aren't being done as properly as they could be, indeed, should be. As I stated earlier, this is the first club i've ever been a member at.

There can't be any more than a hundred members anymore, if that, as they have managed to slash numbers by 80% over the last three years.

I believe the main problem is a lack of understanding by the staff. In Saudi, labour is cheap, and as a result of this, the administrational staff/green keepers and groundsman etc are all third country nationals. None of the boys in reception have any real interest, beyond swinging a club on the range, which they can't be blamed for, they are there to earn a crust.

As a side note, I don't believe that we have a problem with people keeping a handicap high anymore.

Thank you to those who have made comment, I think I will have a chat with one of the pro's based on what I have learnt here. Beginning with "where's my 0.1 increase after my non return of a competition card?" - as good a starting point as any.
 
CONGU Dec.2(c) Status of Incomplete Cards and ‘No Returns’
(a) All cards must be returned in Qualifying Competitions, whether complete or not.
(b) It is expected that every player who enters an 18 hole Qualifying Competition intends to complete the
round.
(c) Since an incomplete card and a ‘No Return’ may have the effect of increasing a player’s handicap, the
club would be justified in refusing to accept a card or record a No Return when the player has walked
in after playing only a few holes.
(d) Cards should not be issued to players when there is obviously insufficient light for them to complete
the round.
(e) Sympathetic consideration should be given to players who have had to discontinue play for any cause
considered to be reasonable by the organising Committee.
(f) Clauses 23 and 24 of the UHS give clubs the discretion to deal with players who persistently submit
incomplete cards or make ‘No Returns’ if they consider they are attempting to “build a handicap”.

We have formally warned 6 players over the last two years and suspended one from majors for the rest of the season and suspended the handicap of one after second warnings.
We analyse all NRs and warn players who blanket mark NR for the remaining holes after a one hole blow up.
