Checking on the Veracity of a Handicap

We had an awkward situation at our club which I would appreciate some help with.

We have an open pairs competition each year which is popular with local clubs. This year an ex-member (from a while ago) entered with a stated HI of 17.0. He was off single figures when he left us and went to a course with a lower course rating and slope index.

We can now see his playing record via the EG Platform and it looks a bit strange with 3 of the 5 scores recorded being identical having the effect of making his HI the same as his old exact handicap and giving him a course handicap of 20.

In the circumstances what could we do to express our concern with the players handicap?

Apologies, the ex-member was single figures when he left us. He now has a HI of 17 at his new club. This will give him a playing handicap of 20 if he plays at our club.

As you have access to his playing record, when and where were his best 8 of 20 played? How do these 5 scores impact his last 20?

He left in 2017 I believe. Before my time as handicap secretary and I couldn't find and reference to him in the documentation I inherited (mainly annual reviews).
Have an informal word with the manager/sec of his new club.
How long was it between leaving and joining? Did he advise them of his previous handicap? Has he been injured/ill? .........

You could always ask the person in question directly and diplomatically. There might be a genuine reason or innocent explanation.

We once had a chap who "reappeared at different clubs" and "started again" off 20 odd.... won lots of vouchers then moved on whem his handicap fell to its correct level. This was pre CDH which made it easier. The local secs put emails round about him. He turned up at another new place, put a card in marked "for handicap" ...the sec returned it with a note saying, "no need as we can transfer your handicap from your previous club." He resigned immediately...lost track of him after that!

Not saying your chap has done anything of the sort... but these folk are out there... CDH or not!

Sounds like one of those that changes clubs and thinks they don’t have to declare a previous HC and I suspect ”can’t “ remember his CDH No and uses the “haven’t played for a while” excuse.

Ask his club if he declared a previous HC.
