My first handicap, way back in the early 70's was 18. A week later it was 14. Quite how it was worked out, who knows - I was about 15 back then.

you were cut by 3 strokes for every stroke under par.

Didn't realise that, is that until he gets 7 cards in so they can take an average?

A player needs to get about 15 cards for the handicap to smooth out. This is when it becomes average of the lowest 5.
