Any decorators out there or has experience

PS to me that looks more like a surface texture problem rather than the paint.

I see the question has been asked but cannot see an answer.

Has the wall previously been papered?

My Dad told me that if a wall has been papered it needs to be sandpapered to remove all old glue before painting else use a lining paper before painting.
 
Surprised that Dulux has let the Op down. We use it through our entire house with no issues although we do always use flat matt rather than the regular stuff. Good coverage and no reflection off the walls.

Agreed, I would say a few coats with a decent Matt paint will make the problem go away.

Probably wall texture catching the light rather than old paint coming through.

No the wall has never had wallpaper, it's always been painted.
I thought I had plenty of paint on the roller, but it does appear like the roller has left the marks. However it seems strange as it's now had 3 coats
