Flaky paint

The decorating thread reminded me.

We had a room plastered (skimmed) two years ago. I mist-coated it, painted it whit then two coats of coloured dulux.

A re-roof dislodged the overflow to the cold water tank and sent water between the bricks in the external wall. This caused damp and subsequent flaky paint on a largish area on the inside of the wall.

It's flaky back to the plaster so we sanded it lightly and put on another mist-coat (probably foolishly), painted it white, then two coats of the original colour.

The problem is it's flaking again. Not as bad as it was. The leak is more than definitely fixed. Should we have sealed it with something or used some special paint?

Any ideas?
