I've had scores of 37,38,39 and 42 in our winter competition which are unfortunately n/qs which I'm now playing off 13.Two of the scores were gross 81 and 83.

My official h/c is 17 should these scores be included in a annual review even though they are n/qs ?

Yes. The guidelines for AR state that performance in non-qualifiers should be taken into account together with performance in matchplay and other forms of competition. These don't stand alone but are additional evidence to be taken into account with the player's performance in qualifiers.
