I have to do the print off tomorrow so will have a look at the front page which has a number of explanations on it

first time Ive heard if someone actually being given an increase. I friend of mine had a terrible year a while back with 19 straight 0.1's with no buffers or reductions. No increase though.

From memory, our Handicap Committee has made at least one increase every year based on the recommendations in the Annual Report.

If your friend believes that his Handicap Committee has not acted correctly he has the option to appeal.

I'm not sure he would have wanted an increase, he had been a 4 handicap, went up to 6 and still 6

It's probably a Scottish thing - the Handicap Committee gives nothing away.
