Just watching BMW and noticed that Alex Loren puts his ball down on the green and addresses the ball with the marker still on the ground .

What would happen if he moved the ball during this ?

I know If ball moves while picking marker up no pen but has to be attributed to the act of marking.

Balls not in play until marker is removed !

Could this be considered testing the surface?

Just interested as never seen this before

The ball is in play as soon as it is replaced with intent to put it into play; whether the marker is picked up or not is irrelevant.
 
Rulie has picked up on one aspect; the other is that as the tour hard card includes the LR relating to the accidental movement of a ball on the putting green it wouldn't matter either way.

The rules only state that you can't do it by rolling a ball or roughing/scraping the surface. Other than that it's entirely permissible.

The Rule will change in 2019 to prohibit leaving the marker in place when making the stroke.

I do not think he was leaving the marker in place just checking the line with the lines on his putter and ball position probably before lifting the marker. He is not the only Pro I have seen doing this.
