Oh dear oh dear, you clearly did not read the article did you. In this case cost equals lost revenue as opposed to additional spending.
You're confusing yourself.. The article is just opinion, the losses are lookong at a past no deal scenario that didnt happen and its just subjective . As the saying goes 'If my Aunt had a willy she'd be my Uncle'

Give it time ... say 2yrs have a little round up of achievements and check if the project is on track. If not start to watch more carefully and in 5yrs have your say. Just remember we all have expectations some will be met and others won’t.. but same old is a disappointment and the Brexit voters should be disappointed with that as it isn’t achieving the vision for Brexit.
