When is a pitchmark not a pitchmark?

Just thought I'd canvass opinion on the following ...

A player plays a pitch shot into the green; creates a deep pitchmark and repairs it. But not very well. After they've finished, it is all a bit uneven & bobbly. You play in to the green & the "repair" is on your line.

If it has been repaired, is it still a pitchmark ? (ie, are you able to to smooth/repair it some more?)

Had a couple of instances yesterday & a nagging doubt made me leave them as is - just in case.
 
I personally think if it was originally a pitch mark, it remains a pitch mark, and as such, if it was poorly repaired it can be repaired again!
