Yes. The penalty for breach of Model Local Rule E-12 (Compulsory use of fairway mats) is the general penalty under Rule 14.7a (playing from a wrong place).

They can’t be used in the teeing area if Artifical Tee mats are in use, and you’ll breach Rule 6.2b(2) and 6.2b(3) if you do.

They can't be used in the teeing area of the hole being played whether mat or turf. In terms of the MLR, the use of a mat is allowed and made mandatory only in the general area. The teeing area is a defined area in itself, not part of the general area.

Thanks for that Colin, we have 18 Artificial Tee mats, so thought it only applied to them.👍🏻
 
The England Golf referee who is our rules guru looked into it ..For clarification we're not doing GP scores or running opens .
And given the par 3's get so much stuck over the Winter why wouldn't you want to protect them 😉

Because the MLR rules stipulates that they are not to be used on the teeing area.

Was your guru aware that all rounds were NQs or not aware that the use of fairway mats is not allowed within the teeing area, as this would breach Rule of Golf 6.2b(2) and 6.2b(3)?

 
What's the difference playing off a permanent or temporary large artificial piece of turf that is a Winter tee and an artificial turf like a fairway mat ?
Both offer up the same surface
See GH/3 in the link I posted.

I would suggest that if teeing areas need protecting and are positioned correctly re CR, they would be full tee mats.

Doesn't answer the question I asked ,what is the physical difference,there isn't one and playing devil's advocate both protect the tees do they not .

If we're not doing QR's what is the issue ?
Spurk themselves have a video where they show using a mat on a tee with a tee, do they need to update it ?
