Tapping ball with putter, and it sticks

I'm sure I've seen this decision on here before but can't find it.
A marks ball.
B putts over it and it doesn't move but *lifts* slightly.
A taps her marker down with putter.

B putts out.
A goes to replace ball and realises that marker stuck to bottom of putter then fell off elsewhere.

Penalty please in stroke play and matchplay
 
No penalty and the marker is replaced. Tapping down a marker is part of the marking process therefore decision 20-1/6 refers.
 
you need to consider 20-1 5.5, 20-1/6 and 20-1/6.5 together to establish that deliberate acts in relation to the ball marker are considered part of the marking process. Had she moved the marker accidentally as a result of a non deliberate act relating to the marker things change, but tapping it down, at any point, is considered to be part of the marking process.
