Taking shelter from rain

I would be asking what takes longer.....for the group behind you and not impeding your own game to stand shielding from the "heavy rain" for 5 minutes, or for all 4 of them them to put on waterproofs then remove them as the rain had stopped?

Whilst I understand your comment from a pragmatic viewpoint, the rules allow you to stop play to put on your waterproofs it doesn’t allow you to stop play take shelter.

So all 4 stop and put on their waterproofs, then as the rain has stopped then remove them before playing their tee shots (and I am someone who will remove their waterproofs as soon as possible so I know people will do it)....which takes longer and is a breach of rules? If putting on waterproofs then immediately removing them and putting them away takes longer than standing and shielding for a brief time have they not saved time?
I think if they had still be shielding by the time you had finished that hole you were on you would have a better arguement, but on such a short time I think it would be hard to prove they have delayed play "unnecessarily"
 
Are you really going to shop someone for taking shelter?
No, it feels too much like being the school snitch. However , I am going to speak with the Course Director to ask whether we can introduce a club rules information/reminder system that may help spread the word about little adhered to rules. There’s got to be many rules that players have forgotten/ignorant of/ misunderstand. Sounds like a new thread - which rules would be in these categories?

Who decides on "significant " "reasonable" and "unreasonable"..?

The committee in charge of the competition. They are the only ones who can decide if it is a DQ or to apply the lesser penalty of one shot when they have the facts. In this situation it is up to to the OP to report the facts to the them and for them to further question the players involved. If it just one player that has made the decision to stop play and the others tee off it would be up to that players marker to bring the facts to the committee and the marker could refuse to sign the card if the player refused to accept the penalty.

Or from reading later threads a referee if there is one.

However in real life everybody talks about it and the vast majority will just ignore it and get on with the game. In the 5 years I have been part of the committee and involved with making rulings we only have had 2 real complaints made to us and both were a DQ ruling because they were cut and dried situations.

So reading the OP, would you say this is a "cut and dried" situation, or one of those moot times?

What would one do IF ALL the Groups decided to shelter/wait for the downpour to pass ? sometimes its that bad all one can do is hide under an umbrella.

We are amateurs, playing for fun aren't we? Just checking ?.

Before anyone asks the usual question, no, this doesn't lead to disregarding all other rules in the book ?
