Whilst I understand your comment from a pragmatic viewpoint, the rules allow you to stop play to put on your waterproofs it doesn’t allow you to stop play take shelter.I would be asking what takes longer.....for the group behind you and not impeding your own game to stand shielding from the "heavy rain" for 5 minutes, or for all 4 of them them to put on waterproofs then remove them as the rain had stopped?

So all 4 stop and put on their waterproofs, then as the rain has stopped then remove them before playing their tee shots (and I am someone who will remove their waterproofs as soon as possible so I know people will do it)....which takes longer and is a breach of rules? However , I am going to speak with the Course Director to ask whether we can introduce a club rules information/reminder system that may help spread the word about little adhered to rules. There’s got to be many rules that players have forgotten/ignorant of/ misunderstand. So reading the OP, would you say this is a "cut and dried" situation, or one of those moot times?However in real life everybody talks about it and the vast majority will just ignore it and get on with the game. In the 5 years I have been part of the committee and involved with making rulings we only have had 2 real complaints made to us and both were a DQ ruling because they were cut and dried situations.

As I left the course today we had a mega downpour, no way could anyone play in it.What would one do IF ALL the Groups decided to shelter/wait for the downpour to pass ? sometimes its that bad all one can do is hide under an umbrella.
