Is it possible to check a golfers past handicap over say a year? Not his current handicap. At a recent stableford comp over 3 rounds the winner went 44, 44, 41 off a 16 handicap. The second round was on a particular difficult course (Quinta North) with some impossible pins and lightining fast undulating greens. Even the pro shop lads laughed when he put in his card. As a result the rest of the competitors were perplexed to say the least. The rumour flying around was that his handicap fairly recently was low single figures. Plus the same four played together for the first two rounds🤔

Yup, if he is UK based.
 
It's possible to check any official handicap record in the jurisdiction in which it is held.
It's not possible for a (fully developed) official handicap to go from low single figures to 16 in under 2-3 years without action by the player's handicap committee or handicapping authority.
 
Could it be he just had an exceptional couple of days?

My mate was not very good but put a lot of time,effort and money into improving and went from a 28 handicap to a 12 handicap in quite a quick time but also along the way had some great scores, these were all achieved via playing well with us (his mates) and telling the secretary rather than comps as didn’t want people calling him a bandit.

I think this is one of the bad things with golf that when someone has a good day for whatever reason they are called a bandit by a lot of people that don’t even know them
