Unless I've read wrong this post is about a group of people that were not happy that someone behind went off early and ended up behind them? Let them through. I have had a few drinks but thats what i got from Reading it

Decision 6-3a/5. DQ. Unless they start within 5 minutes of the start time arranged by the committee. In equity to the ruling for being late by up to 5 minutes, then it's 2 stroke penalty or loss of hole. 6-3 is probably the one of the most poorly applied rules at club level though.
In this case though if the Pro let them go early and has authority from the committee to make this decision (likely that they do) then this in effect means they are starting at a time designated by the committee so no action should be taken.
Edit: Whoops. Just read back up this and see Colin has already pointed out this one.
