stableford rules

I play in a society using the stableford system. The problem I have is that nobody actually has the same answer to this question. When the scores are equal what is the correct ruling. The society use the last 9 holes followed by the last 6 then the last 3. if equal after this, the last hole is used then 17th and so on. Someone has now said it should be the last 9 then the last 3 then the last 6.
What is the correct system

The R&A suggest last 9, then last 6, then last 3, then last hole - but it is up to the committee running the competition to lay down the rules (before the comp not after).

If that doesn't differentiate, we go to last 12, then last 15. We've only ever had one occasion when it was completely impossible to find a winner - they were identical on every hole!
