Why would they take a 1 shot penalty instead of just playing the ball from where it lies after the first putt that hadn't been marked?

Well they could be 150 from the green in the middle of the fairway and the guy that played first with our marking the position shanked it OOB....I think I would have 3 further shots at +1 rather than 4 at +2

I realise the example given is putting, and it's unlikely to be better to proceed this way, but I have definitely seen situations on greens where it would be!

The key is a principle not bits application.

Personally every scramble I've played in has been so laid back I would expect the next guy to simply place his ball at what he considered the correct spot and just play - maybe it's just me :)

It would indeed work - all you do is add a stroke on to the team score. If you don't have a penalty for a breach of a rule, you may as well not have the rule.

But it depends how laid back you want to be. ;)

How can you penalise a team 1 shot for being silly enough not to mark their ball? If they don't mark, they only get one attempt, that should be enough penalty,especially if some plonker misses a tap-in :)
 
In the same way as you penalise a player in a normal round for being silly enough not to mark his ball. Not allowing the other players to play is a good alternative. I wouldn't have both.
 
Scramble is a fun format and its played for fun - rules are very relaxed

We don't require everyone to mark their putt only the one that you intend to use next

Thats what we do too. The first person to putt marks their ball if they miss. If the next three dont get inside it then they just take their balls away.

That would be the norm. There would be no point in marking the other balls as they are just being picked up and not replaced.

What should happen in a Texas Scramble when the first member of the group forgets to mark his ball before he putts? When this happened to us we took it that the other 3 players lost their right to have a putt and played from the next position.

As Texas Scramble is not played using Rules of Golf, then it's of no particular consequence what you do! Unless there's something in the Conditions of Competitions along the lines of 'other Rules of Golf apply', you can do what you consider 'fair' whatever that might be.

Believe it or not the second biggest prize pot at our club is for a scramble so that one is taken VERY seriously indeed. Rules are usually quite clear but I'm sure there are a few grey areas which I can see causing a headache in future.
