Searching for the ball.

A player hits a ball into an area covered in fallen leaves. He and his f/c proceed to the area the ball is likely to be and begin to search, the ball is not immediately visible so the player and f/c begin sweeping their feet at the leaves as they walk, inevitably one of 2 things is going to happen here; one or other of them will kick and move the ball.

If the f/c happened to be the one to move the ball, is that considered to be 'ball moved by an outside agency' and ball replaced no penalty? And, what if the player is the one to accidently move his ball is a penalty incurred or not?

We had a (friendly) discussion about this today while playing, the consensus was no penalty either way, but I'm not convinced they are right!
 
No penalty if moved by f/c.

1 shot penalty if moved by owner of ball - or his caddy, equipment etc.

Ball needs to be replaced
