Ball lost in penalty area

Hi,

Thoughts on this one please.

Player hits ball onto beach (a red penalty area), hits from there and the ball is “lost” in rocks in same penalty area.

What are the players options?

My thought was play 4th shot from where ball crossed PA margin.

Could they drop in PA and play 4th shot?

Could they return to the tee (or where they played last shot) and play 4th shot?
