Rules Infringement?

I'm stood on the back tees about to play a medal, the two ball in front have teed off and one guy has had a bit of a mare - he's hit the box of sand by the yellow tees and his ball has ricocheted to the left of the tee box, as I'm watching he then attempts a miraculous recovery shot through some small trees which inevitably goes wrong.

His ball hits a small tree and flies back behind him into a hedge running along the boundary of the course behind the 1st tee box, marked by white stakes.

He has a quick look for his ball then shouts over to his mate that he needs another ball from his bag, which is duly thrown across to him.

He then stands about 5 yards in from the OOB hedge and throws a ball on the ground to play from!

What would you do?
 
I guess it depends if I knew whether or not they were playing in the medal too

If they are and the tee markers are close enough together for me to be heard without screaming like a banshee, then to protect the other player I'd clarify his intended play with him before he took his shot
 
Has your club allowed dropping back on the fairway under the new rules, local rule E5, would be a non qualifying comp of course .
