Citizenship isn't a "one or the other thing" though is it. I am a British citizen, but I can also claim Irish citizenship and hold valid passports for either country. This would make me eligble for either team. If I played international football I could also play for Wales!
Rory himself is declaring his own citizenship as leaning towards British.
