The default is yes.
In the FAQs for 7-1, it says that 'a player is not allowed to play a practice stroke during the play of a hole except that between the play of two holes, the player may practise putting or chipping on or near ... the green of the hole last played..... You should check the conditions of competition to see if the Committee has laid down any restrictions on practising during a round.'
