Guy tees off (badly) and has to play a provisional.... he gets to his provisional and plays it... then finds out that it wasn't his provisional and he's played the wrong ball, just some ball lying in the semi. 2 seconds later his playing partner finds his ORIGINAL tee shot (within the 5 minutes)... what's the rule/penalty if any?

2 shot penalty for playing a wrong ball applies, original ball in play ie he continues with original ball but adds 2 strokes.

Does it matter whether the provisional ball was played from short of the original or beyond? If short surely the provisional is disregarded when the original was found. If beyond it becomes the ball in play - event though its the wrong ball.

He didn't play his provisional ball. He played a stray ball and it matters not where it was lying. Playing the wrong ball makes no difference to the status of his original ball.
