Playing to incorrect hole location - what would you do.

I guess we’d need to know how Player A would’ve behaved if the Players B’s ball was not sitting next to the hole

Would player A still have sought the half if player B’s duffed 3rd shot went into a water hazard instead of tap in range? We’ll never know

But as the person disadvantaged by ill-fortune then player A just has to suck it up and play on unless Player B makes the offer (it's not like Player B moved the flag)

For me they both behaved incorrectly:
Player A's Woe is me, look at how unfair the world is... can I have a half please? Pretty poor really
Player B's What a result, would you believe it, gotta take advantage of this! Pretty poor really

Knowing Player A I think he would have been suggesting a half regardless of where both balls were due hole being set up incorrectly rather than fear of losing the hole.

The water hazard point is a good one and I think we can be fairly sure that had player B' ball ended up in a hazard, off the green, on the green a long way from the hole or anywhere that didn't give a realistic chance of birdie, the flag would have been replaced and nothing would have been said.

The only reason in my eyes player A raised the issue is because B had a tap in. If they both had an equitable chance of making par, there would have been no reason for anyone not to just get on with it.
 
I still maintain the fairest solution is to walk back 90 yards and play the 2 shots again. How difficult can that be?
