We had a stableford pairs comp at the club recently.

One team member was taken ill and couldn't play leaving his partner to scratch or play as a singleton - which he did.

He scored 40 stableford point playing on his own - whilst this was outside the prizes he entered the card as it would have a positive effect on his handicap. He was told this card couldn't be considered for handicap purposes as it was a pairs competition and you can't judge it to be a supplementary card when playing in the competition.

Seemed a bit harsh to me but is there no option to count the card for handicap purposes.
 
Unfortunately his card can't be considered for handicap purposes. There is a decision to that effect from CONGU.

competitors play in the competition and concurrently return a Supplementary Score?

First thoughts are, there wasn't a CSS.
 
Assuming it wasn't matchplay and he had declared himself not in the competition but was simply acting as a marker for the other pair, then he could have registered for a supplementary before playing.

I'm guessing normally (outwith this pairs comp) this wouldn't be an issue as a supplementary card is counted against the SSS?
 
Any pairs comp is included in the list of events that cannot be qualifying comps. See Section 4 17.2

7.2 The following returns are not acceptable as Qualifying Scores:
(a) Scores returned in any better ball four-ball competition.
(b) Scores returned in competitions over other than 9 or 8 holes.
(c) Scores returned in any competition in which the form of play is not covered by the Rulesof Golf
and authorised Local Rules.
(d) Scores returned in any form of competition in which competitors play in partnership with
another competitor in the same playing group.
(e) Scores returned in a competition played with less than full handicap allowance unless scores
are recorded with full handicap applied and a Competition Scratch Score calculated – see
definition of a Qualifying Competition.
(f) Scores returned in an event run by any organisation which is not a Handicapping Authority,
unless the event has been previously approved by a Union as a Qualifying Competition – see
Clause 4.(g).
 
Not sure which situation you are responding to.
The OP or the case where he has not entered the competition?
