Competition Cancelled due to weather

Played in a medal yesterday. I completed my round, as did many others. About 20 minutes after my round, the heavens opened, and the course became unplayable.

I noticed to day that the competition was cancelled completely, and that my round was removed from my handicap record.

There were some players who shot decent scores, the club house leader was a nett 68 (Par 71). Harsh for him that the competition was cancelled, but I guess the weather determined that. Possibly more harsh that the round won't count towards his handicap, given he played the full 18 holes before the weather flooded it.
 
We have a "Competition Abandonment Policy" published on the website which states:

Once the Competition has started, if it is clear that not all the field can complete their rounds and the event cannot be continued later, and the Committee (Golf Director/Pro Shop in the first instance) has no option but to cancel the Competition, the following will apply:
For those who have completed their rounds, these rounds will not result in Penalty Scores as the reason for suspending play is valid. Players who have completed their round will submit their score as normal. Players who have completed at least 10 holes, will have their scores scaled up automatically by WHS provided that the ‘not played’ holes are correctly identified. Players who have completed less than 10 holes will not have a score for handicap purposes.
If more than half of the field have completed their rounds, then the Competition will stand. Failing that, it will be abandoned in full. Players will be refunded their entry fee and if possible, the Competition will be re-scheduled.

If more clubs published the course of action to be taken, there would be no surprises and people can't complain (well they may still complain, but that's jsut what us golfers do :p )

G5.6 (2) Scores And PCC Calculation Returned In Abandoned Competitions
Scores returned from an abandoned competition will be entered into a player’s handicap record as usual, with Holes Not Started and Holes Not Completed identified. If it is decided to calculate a separate PCC for rounds played for part of the day, then the committee will use the software provided to indicate which scores are to be included. The Handicap Index calculation for those players will utilize the separate PCC rather than the PCC for the day.

This situation is covered explicitly in the WHS rules and GB&I guidance as quoted above.

Your club needs to remediate their error by re-entering all scores.

They did. After I asked in here, I sent the query to the Vice Captain, and he got in touch with the Committee. The scores re-appeared shortly thereafter.
