I am doing a presentation to our seniors' section on Monday and a couple of days ago ran the R&A/USGA video re this Local Rule past a few of their committee members. They thought it was an excellent explanation.

I wasn't thinking/asking about this specific local Rule, but more about complete presentations to club members. (I'm aware of the R&A club presentation but don't find it very inspiring!)

It was a 45 minute presentation with Q&A's at the end. It was an overview covering the new terminology, the different areas of the course and the main changes.
It was a presentation she put together herself Rulefan, a good mix between powerpoint and then explanation.

What country are you in? I wasn't aware of the R&A doing presentations in the Home Countries. I thought it was down to the national bodies. In my case England Golf.

My Saturday morning Roll-up group - 24-36 in number - have started using the new rules - and as we use them in the context of our own track we raise questions and issues around them - and thereby we learn about them and understand them better. So already, for example, the 'putt with flag in' is beginning to feel normal and not half as odd as I thought it would feel.
And although there is currently no Local Rule in place for the new OoB option - we are using it as if a LR were in place. I don't know how we are getting on with it and on which holes it's being used most often. We have eight holes where we have OoB in play off the tee but I am not sure which ones we'll use an LR on OoB most often as (obviously) it very much depends upon where the ball goes out whether or not the two shot penalty is worth taking. But having a big group playing the holes a few times over the coming months will give some indication. Maybe to inform the committee whether or not it is worth having the LR.

So, are you playing the OOB local rule even though your roll up players won't be able to use it in competitions, and if so, are you (the club) making them aware of this difference?

I think we need to be clearer on this. If a stroke play round is to be a CONGU qualifying round, you cannot have this LR in place for that round. That is the limit of CONGU's restriction. It can be adopted for any other kind of competition or non-competition play. This, for example, could be the Local Rule (just a draft so don't get picky!):
The alternative procedure to stroke and distance for a ball not found or out of bounds may be used in all play at [name of club/course] except for qualifying rounds.
And, of course, as with all rules matters, members have to informed and educated. If we didn't inform and educate, they wouldn't have anything to ignore or forget

I'm pretty sure from the vibes I am getting that all our roll-up/casual/social groups will use the LR, whatever the club decides. They all seem to play in groups of 4 with 2 or 3 scores to count, so can be pretty slow at times.
If the club decides not to use it, I suspect there will be pressure from members to allow it for big field fourball club comps.

Our Rules committee have recommended to the Mgt Cmt we don’t use it, partly to avoid any confusion, plus all sections of club represented on Rules Committee and no section wanted it.
