New Rules 2019 - Out of Bounds

Our Rules committee have recommended to the Mgt Cmt we don’t use it, partly to avoid any confusion, plus all sections of club represented on Rules Committee and no section wanted it.
Also going to guage reaction from members during rules evenings.

There's enough going on from 1.1 without it.

In many ways even the discussions to date have been wasted energy.

Adding it to the advice notes, or LR, inc playing it in non Q comps, can all be done at leisure - possibly in 2020 to divert attention from pointless WHS discussions 🤔
 
I have just put up a full list of all the rules changes on our notice board and all our local rules changes.

I doubt whether the members will even read about the local rule for OB/lost ball (it's not on the list) they have enough to read

We had a sub committee meeting to discuss the local rules and the new one for OB/lost was dismissed by us all.

We have a County presentation in December (limited numbers) . We plan to have one for the ladies, one for the seniors and one for club members run by the Club manager ( he is a whiz with Power Point presentations) supported by me.

As best as I can ascertain, using the chart of the major changes from the R&A/USGA and a repeated trawl through the rule book.

It totals nearly 60 excluding adding up multiple rules affected by one change. There are 38 on the R&A/USGA summary chart and I have identified another 21 not on that list.

Some of mine might be just a small element of the Rule not mentioned in the major change chart. Some might be on other charts or 'advertised' elsewhere.

Like the R&A have done - tell them the 20 main changes (1 piece A4) and then give them a Rule Book to refer too as all the changes are in there.
Ah, ok, miss-understood the point you were making.

Whilst I have some sympathy with that view (basically if people expect that someone is going to point out every possible change in detail they are better off starting from scratch with the new rules) I do believe that there are some changes that would catch out most if not highlighted, and they don't appear in the major changes at all (for whatever reason).

Personally I've always seen the role of Rules and/or Competition Sec at a club as having a significant element associated with doing everything they can to avoid people getting fought out by the rules (and the implementation of changes don't negate that function).

Looks like we fundamentally agree that it's their responsibility to acquaint themselves with all the new rules...

I wanted to drip feed the changes starting in July but the club Manager said no because the County guys were advising not to start advertising the changes in case players started to play to them in 2017.

If you only have a list of 20 there are some pretty big changes that that list is missing.

There are thousands of players that have not read any rule book in their life and are probably not going to start now. As I said to the manager " we can only give them the rules to read, it is up to them if they want to avoid being penalised". They cannot use the excuse " nobody told us".

2017 might have been a tad soon also.......!
 
A few weeks ago I started drip feeding via our newsletter. Six articles structured into groups of topics starting with The Defined Areas and ending with Playing Promptly. Not too much detail and no 'whys & wherefores'
 
Without being able to read your list I cannot give you a definitive answer but I found a few that were not on the RA list of 38 major changes.

Eg There is no penalty if you move a thing you are not supposed to move if you replace it before making a stroke.

yeh 2017 was a typo
 
Major comments re to my newsletters relate to:
1) Non removal of flagstick
2) Dropping
3) Repairs to green surface
Some distance behind:
4) Removal of loose impediments
5) Double hit

And big discussions re CONGU action on Lost/OOB ball

I would question your
" why over complicate things"

Surely players should be playing to the correct R&A rules if they do want to lose penalty shots or is it going to be your clubs intention to just ignore rules infringements for a few months.

Sorry my mistake - if YOU point them out then all should be fine. But there is a book that has everything in it already isn’t there?!
