Strangely, I think it's firm bouncy conditions. I say strangely because it's also the conditions I prefer playing on. Drives go further which gives shorter second shots, but you can also get unlucky bounces and struggle to hold the greens.
The obvious side effect of the conditions is that the weather is usually nice, so it's good to be out in and you have to think more about your shots.
It all depends at our place. In the summer, when it bothers to show up, the fairways are hard and bouncy but I like that, In the winter it becomes target golf and I like that too. Most of the time when we have a prevailing so'westerly it helps on 2 holes and makes 2 holes, SI 1 & 2, hell on earth. When we have an south easterly gale, as we have had frequently this year, it affects every hole and makes all of them very hard to play.
ive only just noticed that the scoring around our place is poor when its really firm. as mentioned above, people usually love to play in these conditions but score worse.
I have gone for blowing a hooley. It takes a nuclear armagedden or similar to shift the CSS up at our place. But is was blowing a hooley on Saturday and the CSS went up to 34 points stableford. I got 38. Yee haa! First time I can recall the CSS going up (or down for stableford) for ages.
The rough for me. A lot of no go areas off most tees and so it oputs a real premium on the drive which is a bit of a nemesis at times. I don't mind lush as I dont often go for the long par 4's and use my shots instead and try and chip and putt
Mine is quite a short course so soft fairways with no run or into the wind doesn't cause too much problem.
Fairways are tight though and greens small so when it firms up distance control and accuracy is all important it's all too easy to hit a good shot but run out of fairway or off the back of greens.
Lush with no run. We have 4 par 4's around 450 yards (1 is 471!) and another 4 400 yarders. Means it doesn't need to be windy to play long, especially when your average drive is only about 230-240 (Oh the shame! I am not worthy of this forum ).
The wind is definitely a factor at our course. We had our Club Championship at weekend & the course played tough. Fairways were made very narrow & the 2nd cut was lush & grippy. I was steady-ish until taking an N/R on the Par 3 10th on the 2nd day.

They are two long par 4's which many people can't reach in 2 and a 560 yards par 5 along with a 200yds, all carry par 3.
