It is worth remembering with the 2020 rules changes it is permissible to play out of turn with the opponents permission but only on a shot by shot basis.

Pre 2020, were you not allowed to play out of turn, even if your opponent said "You can play that". And, if not, how would you be penalized?

If you mean players may agree to play out of turn in the interest of saving time, that was available prior to 2020 (10-1c/3).

I was assuming that he putted out of turn tapping in after he just missed his first which I've seen done a few times.
