When I got mine 2 years ago, I had to play with a member, any member, and as long as i informed the pro, who marked the card accordingly prior to me going out, that it was for handicap, it was all fine.
I could go round on Saturday or Sunday mornings when the weekend comp was on, no problem. Obviously my score wouldnt contribute to the comp, so i wasnt entering it as such, just playing with guys who were.
Seems to me that it works quite well, so no problems at all. If some plum had told me I couldnt play with them because I dont have a handicap i would probably not bother continuing. I would have told the pro i didnt want to join because of the prick and pointed him out. I now make sure I feel new players welcome because of the good welcome I received when I joined. Its not hard is it? Just be nice to people, much better than being a grumpy git who noone likes or wants to play with.
