I'm with Dodger.
Generally a quiet time with no wind, bit of dew to soften the bounce.
Worst time I would say is midday as that is usually when the wind gets up.
Late out is usually calm but you have to deal with the spike [less] marks and scuffs.

Early is without doubt the best time to take advantage on a Links.

2002 I played the Old Course at 15:40pm and whilst walking towards the practise green at 15:00 a lone piper on the hill was playing giving me goose bumps. Stunning day with the weather and by the time you got to the last few holes around 19:20pm the sun was starting to go down showing all the undulations of the Old Course and I took a photo that started me off on golf course photography.
So personally anytime after 15:00 is a must plus it gives you some idea of what the final group on an Open Championship Sunday would feel like. Best day I've spent on a golf course.

Why only Links Golfers answering ?
My personal choice would be early on day one to hopefully get the best of the weather on the first day and get a score on the board

Early does seem to avoid the major 'breezes', but that means late on day 2. My worst comp round (99/90) was when playing at end of field after the weather turned nasty! Timing it with the tide (not turning) would be useful - if possible.

I would play on the tide turn, either high or low.
I was playing next to the Royal Aberdeen and wondered what this high wind rubbish was all about.
Today was a normal playing wind here in Aberdeen and my other disappointment was seeing a British golfer playing in a golfing jacket, all muffled up, in a temperature in excess of 23* and we older mannies were playing in our golfing shirts, half a mile away.
