On the issue of banning from comps. A previous club had a rule that drop outs on the day got a 3 comp ban unless they came to the club to scratch and ensure their PP's had a marker. There were virtually no drop outs. You'd be hard pressed to see any a month.

Now at a club where it's permitted to pull out on the day. First sign of bad weather and almost half the field disappears. Unfortunately, it's not what I'm used to, and it royally pee's me off to turn up and either have to wait around or not get a game at all.

I think a 3 week ban is harsh, but I'd definitely go with a 2 week ban.

Edit: comp ban, not a ban from the course.
 
As mentioned policing the no shows is difficult and soon the ‘car broke down, ill relative, personal illness’ excuses will be trotted out in place of admitting to poor weather... Same as it does for the workplace, and as soon a folk find themselves lying to get out of playing amateur golf the game’s well & truly busted

Something needs to be done (in-between 'string them up/ban them' and 'it’s just a game we play for fun') especially if it’s an ongoing issue that has negative impact to other players but I don’t think it should change the handicap

Maybe incentivising attendance is a better way to go (what’s a suitable incentive and to what extent would vary from club to club of course)

Basically some incentive that gets the fair weather golfer to think twice about bailing out if its just wet but the loss of it is of little consequence to someone who genuinely needs to cancel i.e full attendance to all entered comps gets xyz
