I see another 'slow play' letter wins a putter

Just playing devils advocate here, but Section 1 has the opening statement,

This section provides guidelines on the manner in which the game of golf should be played. If they are followed, all players will gain maximum enjoyment from the game.The overriding principle is that consideration should be shown to others on the course at all times.

So as a 'guideline' it is a suggestion rather than being an actual Rule of Golf.

That's what has helped some clubs still not giving a lone golfer any standing on the course.

Assuming that everyone has the right to play the game at whatever pace they want to (I think they do but I get the feeling not everyone on here thinks so) the problem is letting people through and the rules don’t help here IMHO.
The rules only require a game to be let through if there is a gap in front, most of the time when slow play is an issue there isn’t, so even if you’re sensible and let them through the group in front won’t because they don’t have to so you’re then worse off.
The rules need to be make it the speed of play that matters i.e. if the group behind is quicker than you they must be let through. That way the faster groups make their way through the games in front until they either find a gap or finish.

Another thought that occurred to me was clubs could use their average pace of play to attract new members. Manage the separations between groups/actively enforce the pace of play rules to offer short round times to the speed merchants or guarantee no hassle to the amblers.
 
Have you ever watched Pro golf on telly and seen someone play through? No. It doesn't happen, so why would anyone on your course do it?
 
As far as I understand it a 1 ball has no standing whatsoever on the course. I await correction.

Etiquette - Priority on the Course

Unless otherwise determined by the Committee, priority on the course is determined by a group’s pace of play. Any group playing a whole round is entitled to pass a group playing a shorter round.The term “group” includes a single player.
