equity in the context of the rules is consistent with other ruled on situations rather than any absolute concept of fairness.

There are a number of really quite unfair situations in the rules, normally because the requirement to avoid grey areas will tip some almost white situations over to black! Some aspects of 18-2b (ball moves), specifically the evolution of 18-2b would fall into that, and it's even easier to look back on rules, such as the evolution of 13-2/13-4 (bunker raking) as well as current 13-4 (ball ends up next to a fallen branch in bunker) and of course everyone's favorite - the bunker full of casual water.
