How do H/C reductions work?

Whilst this is of course true, I know my club doesn't. I know people that have stated they want to use a card as a supplementary and had a bad round, so not submitted and likewise had a good round and said after the fact they will put it in as a supplementary. I wonder how many other clubs are the same.

I can't see why any club would mind people submitting scores from good rounds - they're only making life harder for themselves afterall!

Surely the need to register that you're putting in a supplementary card is to stop people putting in bad scores and upping their handicaps?

Handicap bandits are the danger, not people shooting nett 85 in the monthly medal because they're handicap is unjustifiably low.
 
I'm pretty new to golf but I don't understand as to why anyone would submit supplementary cards unless they were unable to play in comps.

Surely just play in comps and your handicap will end up where it's meant to be.

Because some can't always play in comps and some clubs don't have regular qualifying comps

I agree to an extent- was just speaking to someone yesterday regarding this and said I thought it was pretty daft as only making it harder for themselves- then went and done exactly that!!!

but I'm pretty embarrassed by being off 28 when I don't feel I should be. I think I should be about 23-24 but I've played horrendous in medals- a lot of it becuase of me but in part because of the conditions we have had in Scotland- Basically no summer, Gale force winds and torrential rain. I also wanted to get a reduction throughout the year and haven't always been able to play in comps.

My aim was to get to 20-21 but with worsening conditions and limited medals available I don't think that's possible now

Although some people try to build a handicap to win competitions most are trying to get their handicap down. If handicaps become systematically altered it alters the CSS in competitions which affects others.
Basically the handicping system works best when people submit genuine rather than selected scores.

Yes, althought the effect on CSS would only be to reduce everybodies handicaps. If anything, these players would therefore be doing us all a favour (you only have to look at the threads on CSS of late to see how upset people get about it being too low!).

most of the gripes about CSS are when it goes down and not up so people don't get the cut/make buffer as expected. The whole ethos of the current system is handicaps to be under competition conditions and not just a knock about, hence the supplementary system where you have to declare a round for handicap and its accepted good or bad.

Yes I know, hence my point above re CSS and people having unjustifiably low handicaps helping them.

In my view, by submitting cards that aren't put together in competition conditions you're only making life harder for yourself so I don't have a problem with it. Gives me more chance of winning off my artificially high handicap.....

Well written - you have enapsulated the issues and opportunities well.

It's not an easy issue. As an example I found myself off 11.4 but playing really well (following Cooden etc ) in matches.

I decided against a supplemental incase it went wrong - going up from one doesn't look good unless you are over 65...

Played a Q event and 2 mistakes meant my 42 was a 34 and 0.1.

2 days later in the next club match I'm 2 under after 8 and we are 5 up when the match is abandoned because of conditions.

You can't win! You can only do what you think is right.
 
Sorry clause 23 rather than rule 23 I believe? Basically the handicap committee reviewing someone's handicap or something along those lines?

Clause 23 deals with the Annual Review which clubs are required to carry out for all playing members. It also provides for General Play adjustments between Annual Review periods but these should only be used in exceptional circumstances and are normally used very sparingly.
