How do clubs work out CSS?

My club has a par of 69 of the competition tees, but the css is always 68!!

Last comp had over 100 entries and about 80 shot over par, yet its still 68?

Think the system is weighted to the Cat 1 players. If they are scoring CSS or better it is likely to come down.
