In my opinion it is the way the slicer turns their shoulders in the downswing that creates the problem, not whether the shoulders start the downswing.
A typical slicer will not rotate the shoulders around their forward tilt, they will turn them flatter and this action throws the clubhead outside the hands on the way down. The better golfer turns the right shoulder towards the ball and works the butt end of the club also towards the ball, the slicer will turn the butt end back towards their body.
