They should examine why there was 15% NR.

An explain exactly what is bad about NR-ing. It doesn't affect anyone but the person who NR-ed

I've only NR-ed twice, but don't see a problem with it if a card has been wrecked. At least the rest of the round can be enjoyed - without having the reminder every hole of the wreckage!

Agree totally. Sometimes when the round has gone and your in a pickle whats the point of faffing around holding people up who are still in with a shout?

Our place has just brought in a full NR without a medical reason earns you a 1 comp disqualification.

This was due to around 15% of the field entering NR's at a previous comp.

So I'm playing terribly, I get to the 16th hit the ball in the clag and follow it with my provisional, with the group behind getting close I decide to pick up on the hole but play 17 and 18 as if I was still in the comp. I sign my card and put it in the box. Do I get banned for the next comp under these rules?
 
There are exceptions. If you n/r through injury or ill health clubs are not supposed to process the card I found out a while back from the EGU.

committee is permitted to take into account the reason for discontinuance together with the players progress up to that point ie hurting your hand on the 17th in a medal when you were already 20 shots over your handicap isn't going to save the 0.1 (or in the context of this thread, should I say it shouldn't save you.....) whilst someone who's stops after 6 holes and has 10-11 points in the bag would be 'good enough' for me.
 
I don't share some of the other peoples optimism.

If someone wants to manipulate their handicap there's pretty much nothing a committee can do.

All a player has to do is hit an extra club into a back pin chip to 6 foot instead of 3 and then miss it. To all intents and purposes their playing partners may never even know.

It's easy for players to sandbag and if their qualifying scores represent this performance you can't really do a lot about their better ball, matchplay and non qualifying results.

At clubs you may know of people who do well in team events and struggle with a card in their hand, their may be people who also tend to do well in match play due to how they tend to arrive at their handicap (strengths and weaknesses). Some people can also travel well because of the vagaries of sss and course difficulty / condition matching up against the strengths and weaknesses of their game and some will be improving golfers.

Unfortunately most people will know someone who they feel can play below their handicap when they need to.
