Handicap Issue

Today my brother mentioned that anything above a double bogey gets rounded down to a double when calculating your score for handicap issues.

Ie a nett 72 with a treble bogey would be a 71 v css.

Is this the case?

The reason being last week I shot a 73 with two treble bogeys (71) versus a css of 72.

I am division 2 at my club, does this mean I should be cut 0.2?

Doesn't make any difference this week but maybe needs adjusted again because of the same issue.
 
Anything over a nett double bogey does get taken down to a net double - stable ford adjustment - so it would depend if they were net trebles or gross trebles
 
It's the nett part which is important once you have a handicap so SI of the hole can play a part too.

When calculating it is gross, where some of the confusion sets in.
